There are many possible reasons that a payment plan was created and the purchase is not active. Once a payment plan is created, the first payment will be processed. If the payment was not successful for any reason then you will not see access to your purchase in your account.
You may need to contact your credit card or PayPal to see why they have prevented the payment from going through. It may also be that the seller is having trouble receiving payments.
